Do you want to contribute to a high-profile offshore renewable energy project where safety, quality and professional collaboration are key? Jumbo offers you the opportunity to play an important role in the Marshalling Yard operations for Project Vanguard in Flushing. In this position, you will help create and maintain a safe working environment during the transportation, storage, preparation and load-out of large offshore wind components.

For Project Vanguard, Jumbo Offshore is responsible for the transportation and installation scope related to Transition Pieces for the offshore wind farm. The Marshalling Yard in Flushing plays a crucial role in the safe and efficient handling, storage and preparation of these components. For this project commencing September 2026, we are looking for engaged and hands-on professionals for the role of: Freelance HSE Advisor.

MAIN
RESPONSIBILITIES

  • Provide HSE support to the Marshalling Yard team and onsite operations in liaison with the project QHSE Engineer and QHSE department;
  • Ensure that control measures from HIRA, JHAs and other risk assessments are properly implemented and communicated during toolbox talks;
  • Monitor the implementation of the Marshalling Yard HSE Plan and Emergency Response Plan and advise on improvements where needed;
  • Oversee the execution of safety drills and ensure these are properly evaluated and debriefed;
  • Assist with incident investigations, reporting and follow-up actions;
  • Check that permits to work are in place, including the associated control measures;
  • Organise and initiate management safety inspections and conduct daily and weekly safety walkarounds;
  • Monitor whether all workers have the required training, certifications and familiarisation to perform their work safely;
  • Identify, discuss and raise safety observations and support the tracking and close-out of improvement actions;
  • Monitor environmental aspects like, spill prevention, waste management and environmental compliance (permits, local regulations).

Your Day-to-Day Tasks

  • Support daily yard operations from an HSE perspective during load-in, storage, preparation and load-out activities;
  • Participate in toolbox talks, safety briefings and coordination meetings with project stakeholders and subcontractors;
  • Inspect work locations, equipment, work methods and site conditions;
  • Advise supervisors and team members on safe working practices and practical risk control measures;
  • Promote safe behaviours and a strong reporting culture across the Marshalling Yard;
  • Maintain HSE documentation and contribute to project reporting;
  • Report any anomalies to the yard site manager;
  • Act as HSE point of contact towards the Client and Client representatives during yard operations, ensuring transparent communication on safety performance, incidents and compliance matters.

WE
REQUIRE

  • A relevant degree or vocational qualification in Health & Safety, Environmental Management, Engineering or a related field;
  • Experience in an HSE role within offshore, maritime, heavy lift, construction or industrial operations;
  • Working knowledge of applicable Dutch HSE legislation and regulations (including the Arbowet/Working Conditions Act) and the ability to translate these into practical site requirements;
  • Good understanding of risk assessments, permit-to-work systems, incident investigation and emergency preparedness;
  • Experience working in dynamic project environments with multiple contractors and stakeholders;
  • Strong communication skills and the ability to influence safe behaviours in a practical and constructive way;
  • A proactive, visible and hands-on working style;
  • Good command of the English language, both spoken and written;
  • Living in surroundings of Flushing is a pre.
